Can't add Destination Group on second mac

I installed Billie on 1 mac and set it up.

Then I installed it on a second mac.

I didn't get the onboarding, so it seems some settings were restored. But in the settings nothing is visible, and when adding a new Destination group, I get the IAP-unlock screen.
